At our local schools, it would be a PBS (positive behavior support) thing.

Acknowledge when kids do something 'right' and go gaga over it in the hopes they'll do it again.

While this is fine & dandy for when you catch a kid picking up a piece of trash (especially not their own), I don't know how effective it is for not sending troops into Afghanistan (if that was the reason?).

Guess time will tell.
